Combining Medicare Part A with Medicare Part B with a Supplemental Medicare Plan
Most people on Medicare whom join Medicare sign up for both Medicare Part A and Medicare Part B. All areas of Medicare are covered when these two programs are combined. People often realize that even though these programs provide excellent protection the coverage is not complete.
Historically, Medicare has not covered outpatient prescription costs (except for one year”1989). Then, in 2003, Congress passed and the President signed the Medicare Prescription Drug Improvement and Modernization Act, which expanded Medicare to include a prescription drug benefit. The prescription drug benefit began in 2006. Medicare (through laws established by Congress) reserves the right to define the care that it will cover, including Part D. In addition, all medical procedures and treatments are subject to Medicares approval, which is why it is imperative to fully understand the program.
The responsibilities of Medicare Part A and Medicare Part B are different from one another and subject to different limitations and deductibles. Participating in both portions of Medicare is similar to being protected by two different insurance plans. As if that’s not confusing enough, participants in Medicare Advantage really have three separate plans.
For Medicare to cover medical care, it must be medically necessary or considered appropriate for the treatment of an insureds medical condition based on the usual standards applied by the health-care profession. This determination is usually made by the attending physician but is subject to acceptance by Medicare. Usually Medicare will not pay for any care that is not considered mainstream or medically prooven to be beneficial. Most alternative types of health care, such as acupuncture, are not covered. Experimental procedures generally are not covered either. If Medicare refuses to pay for something because they judged it not medically necessary, then the insured has the right to appeal the decision.
Medigap or Medicare Supplemental Insurance will only pay a claim if Medicare first accepts the expense as a reasonable charge.
Medigap Insurance is standardized and the 12 plans are labled with the letters A-L. All plans with the same letter do the identical thing regardless of the company. Prices may vary widely from one company to the next even though the plans are the same.
The most popular plan of the twelve plan choices is Plan F. Plan F covers 100% of all overcharges and that is why most people choose it. Overcharges are the amount of the Part B expense which exceeds the Medicare allowable amount. Because the majority of hospitals and physicians except the Medicare approved amount, Plan F may not be necessary. Alternative plans such as Plans C, D or G may be a better value.
